No electrical equipment shall be installed or altered in the city except upon application for and issuance of a permit by the Department. The Department shall issue permits for the installation and alteration of electrical equipment in all cases where application shall be made in accordance with the rules and regulations applicable thereto. All fees fixed for electrical work shall be as described in § 151.99 of this City Code and those fees shall be paid to the Department prior to the issuance of a permit.
