There is adopted by the city, for establishing rules and regulations concerning accessibility standards, that accessibility code known as the Illinois Accessibility Code, published by the Capital Development Board, 1997 edition, and any amendments thereto that may from time to time be made, and the whole thereof, of which a copy has now been filed with the City Clerk. This code is adopted and incorporated as fully as if set out at length herein. The provisions thereof shall be controlling within the corporate limits of the city.
