(A) Abatement by City. The City may abate chronic nuisances on real property by providing chronic nuisance services to curtail or eliminate the re-occurrence of nuisance activities. The costs of these chronic nuisance services shall be billed to the property owner under Section 141.08 and these costs may be collected by the City by any legal means. Failure to comply with Section 141.08 does not excuse payment of the debt and may be cured by complying with Section 141.08 or evidence of actual notice of the claim.
(B) Apportionment. Chronic nuisance service costs shall be entirely apportioned to the assessed real property receiving the chronic nuisance services.
