(A) Minors. It shall be unlawful for any pawnbroker or secondhand dealer, either directly or indirectly, to purchase or receive in any way property of any kind from an individual who is under the age of 18.
(B) Intoxicated persons, thieves. It shall be unlawful for any pawnbroker or secondhand dealer, either directly or indirectly, to purchase or receive in any way property from any person appearing to be intoxicated, nor from any person known to have been convicted of theft, burglary, or any similar offense within the preceding five years.
