For the purposes of this chapter, the following words and phrases shall have the meaning respectively ascribed to them.
"PAWNBROKER." Any person or entity engaged in the business of receiving property in pledge or as security for money or other thing advanced to the pawner or pledger.
"SECONDHAND DEALER." Any person or entity who keeps a store, office or place of business or otherwise operates at a location within the city which involves or may involve the purchase, barter, or exchange of used or secondhand goods, articles or merchandise of any kind. The term secondhand dealer shall include, but not be limited to, shops commonly known as "white elephant shops" and "rummage shops."
