In all residential zoning districts, but in particular in single-family residential zoning districts, the intent of this chapter is to encourage bed and breakfast establishments and vacation rentals, while keeping to an absolute minimum any negative impacts on adjoining residential neighborhoods. Therefore, if in the opinion of the Engineering and Urban Services Department, a specific application proposes an establishment that does not generally conform to § 120.02 or § 150.001 et seq., then the department may require changes to the development plans of the proposed establishment in an effort to achieve compliance.
