(A) If it appears to the Director of Public Safety and the Director of Public Development that the applicant has complied with all provisions of this subchapter, all applicable ordinances of the city and the state, and that the place where the applicant proposes to carry on business is a proper, safe, and sanitary place therefore within the provisions of this code, they shall endorse a recommendation to the City Clerk that a license be issued to the applicant.
(B) Upon receipt of the recommendation, it shall be the duty of the City Clerk to issue the license.
