Every applicant for a license under this subchapter shall submit himself or herself and the proposed facility to a thorough examination by the Director of Public Safety and the Director of Public Development, or their designees, for the purpose of determining whether the facility is run in a proper and healthful manner and in compliance with all state statutes and all health, safety, and other applicable ordinances of the city.
