(A) “PRIVATE PARKING LOTS.” Any parking lot owned, operated, or controlled by the city, any church or religious organization or any business or group of businesses.
(B) For the purpose of preserving public peace, health, and safety, the entire premises occupied by a private parking lot, together with means of ingress thereto and egress therefrom, are declared to be a public place.
