Every article of personal property offered for sale at public auction shall be either new, factory second, or used merchandise, and shall be open for inspection by any person wishing to bid for it not less than one hour prior to the bidding. No article of used or secondhand merchandise shall be sold at public auction unless the auctioneer announces (prior to the commencement of bidding for such article) that it is a used or secondhand article.
