§ 101.06 COLLECTION OF COSTS OF ABATEMENT; LIEN.
   (A)   Any costs incurred by the city in abating a public nuisance shall be a lien against the property where such public nuisance was located. A notice of lien shall be sent to the owner of the property by first-class mail.
   (B)   An invoice for such costs shall be sent to the owner of the property. The total amount of such costs shall be paid within 28 days from the date of the invoice.
   (C)   If an invoice remains unpaid after such 28-day period, the city may institute proceedings in a court of competent jurisdiction for collection of such costs, including reasonable attorney’s fees.
   (D)   The lien may be enforced by proceedings to foreclose the lien as in the case of a mortgage pursuant to the Illinois Mortgage Foreclosure Law.
