No one shall construct, reconstruct, or repair any street, sidewalk, alley or driveway or public area in the City without obtaining a permit from the Department. Any offender shall be punished as provided in § 100.99. Permit fees shall be as follows:
(A) $0 for sidewalk, curb and gutter, alley, or driveway work.
(B) $0 for work in a public street when testing verification is performed by an independent agent.
(C) $50 when concrete strength verification is performed by the City.
