No excavation, trench or underground work shall be made in any street, avenue, alley, or public ground for any sewer, drain, water, gas, steam or heating pipe, utility or for any purpose, without a permit issued by the Department. A permit will have a termination date 30 days after the date of issuance. For emergency repairs, a permit shall be obtained on or before the next daily hours of operation of the City. Installation or replacement of utilities allowed within the public right-of- way shall require project plans to be submitted and approved as required in Chapter 99. Any offender shall be punished as provided in § 100.99.
