It shall be unlawful for any person, either by himself, his agent, or employee to operate any equipment which might cause damage across, along, or on any of the paved streets in the City. For every violation of this section the person shall be punished as provided in § 100.99 and shall be liable for all damages resulting to the pavement together with the cost of prosecution.
