All unused poles, and all wires strung in any street or alley which are no longer in use and which are known as "dead wires", are declared to be a nuisance. All guide wires or braces obstructing any sidewalk are declared to be a nuisance. All persons having any poles or wires or permitting them to be or remain in any street or alley after they have ceased to be used, shall be punished as provided in § 100.99.
