The mixing of concrete or asphalt, and the depositing of it on paved streets is prohibited, and whoever willfully deposits it on any paved street or in the gutter of any other street, or who fails to remove any concrete or asphalt by dusk of the same day accidentally dropped on any paved street or in any such gutter, shall be punished as provided in § 100.99.
