§ 98.02 SIDEWALKS, CULVERTS, AND APPROACHES AT CROSSINGS.
   (A)    At all railroad crossings of public highways, streets, and alleys, railroad companies and rail carriers shall construct and maintain within their respective rights- of-way, sidewalks, culverts, and approaches, either over or under their tracks, so that at all times the crossings shall be safe as to persons and property.
   (B)    Whenever any railroad company or rail carrier neglects to construct or maintain in good repair any crossing or approach, the mayor shall cause written notice to be given, specifying the nature of the work required and if, within 10 days after service of notice, work is not done, the city may order the construction or repairs to be made, and recover from the railroad company or rail carrier the cost and all necessary expenses incurred.
