§ 97.11 CONSTRUCTION AND SCOPE.
   (A)   In the interpretation of this chapter, the provisions shall be construed as follows:
      (1)   Any requirement or provision of this chapter relating to any act shall respectively extend to and include the causing, procuring, aiding, or abetting, directly or indirectly, of the act, or to the parent or legal guardian of a minor permitting any unemancipated minor to do any willful or malicious act prohibited by the provisions of this chapter;
      (2)   No provision shall make unlawful any necessary act performed by any officers or employees of the City in their line of duty, or by any person, his agents or employees, in the proper and necessary execution of the terms of any agreement with the Council;
      (3)   This chapter is in addition to and supplemental to all municipal, state, and federal laws and ordinances. The meaning of any term not otherwise defined in this chapter shall be construed and interpreted to mean the same as the term is otherwise construed or interpreted in any applicable municipal, state, and federal law and ordinance.
   (B)   This chapter shall be effective within and on all areas under the jurisdiction of the council and shall regulate the use by all persons.
