(A) When the Division and the Illinois Human Rights Department have concurrent jurisdiction over a complaint, either may transfer the complaint to the other under regulations established by the Illinois Human Rights Department.
(B) When the Division or the Illinois Human Rights Department has jurisdiction over a complaint and the other does not, the one that does not have jurisdiction may transfer the complaint to the other under regulations established by the Illinois Human Rights Department.
