§ 93.11 REMOVING, DAMAGING, TAMPERING AND UNCOVERING GARBAGE RECEPTACLES.
   (A)   It shall be unlawful for any person other than a collector employed or licensed by the City, or the owner, occupant, tenant or person in possession of the premises for which a garbage receptacle has been provided, to deposit any article in the receptacle or remove, displace, damage, deface, destroy, uncover, or in any manner disturb the receptacle or any portion of its contents.
   (B)   No owner of any animal shall permit such animal to damage or open any plastic bag or garbage receptacle anywhere in the City. It shall be the responsibility of the owner of the animal to control the actions of the animal.
