It shall be unlawful for any person, in person, or by his agent, or employee to cast, throw, drop, place, sweep, sift, or deposit anywhere within the jurisdiction of the city, any substance, article, or thing in a manner in which they may be carried and deposited by the action of the sun, wind, rain, or snow into or on any street, sidewalk, alley, stream, park or other public place, drain, sewer or receiving basin within the jurisdiction of the City.
