§ 93.01 DEFINITIONS.
   The following words and phrases, when used in this chapter, shall have the meanings respectively ascribed to them:
   "ASHES." The residue from the burning of wood, coal, coke or other combustible materials.
   "COMMERCIAL SOLID WASTE." Garbage, refuse, solid waste and rubbish related to all uses except residential structures containing less than 4 dwelling units.
   "DEBRIS." The remains of something broken down, apparently abandoned to the elements, or destroyed.
   "GARBAGE." Putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food, that may become offensive or dangerous to health.
   "LITTER." Garbage, solid waste, refuse and rubbish and all other waste material which, if improperly discarded, abandoned or disposed of, tends to create a danger to public health, safety and welfare.
   "PERSON." Any individuals, or a firm, partnership, company, corporation, trustee, association or any public or private entity.
   "REFUSE." All putrescible and nonputrescible solid wastes (except body wastes), including garbage, ashes, street cleanings, dead animals, abandoned automobiles, and solid market and industrial wastes.
   "RUBBISH." Nonputrescible solid wastes (excluding ashes), consisting of both combustible and noncombustible wastes, including but not limited to paper products, cardboard, glass, plastic or metal containers; yard clippings, wood, glass, bedding, crockery, rubber and similar materials.
   "SOLID WASTE." All garbage and non-liquid putrescible and nonputrescible waste (except body wastes) that are found in the typical household or business.
   "WEEDS AND NUISANCE VEGETATION." Shall include the following when occurring on any lot within the City:
      (1)    Weeds or tall grass exceeding an average height of 6 inches;
      (2)    Vegetation which does not conform to § 150.087 of the City zoning code;
      (3)    Vegetation which creates a nuisance because of its poisonous or noxious characteristics;
      (4)    Dead or dying trees or plants which may cause a hazardous situation if they fall;
      (5)    This definition excludes grass, weeds and other vegetation that exists along steep slopes, waterways, or other areas that are generally unimproved and are not normally visible from improved land. In making this determination, the Public Development Department shall exclude parcels that do not represent a significant nuisance to occupants of adjoining property developed for residential, commercial or professional uses.
