(A) It shall be unlawful for any owner or other person having custody or control of a dog to fail to keep such animal under restraint or to permit or allow such animal to be at large or to remain at large within the City.
(B) Animal control officers shall have the authority to pursue, seize, and impound any animal found to be at large.
