All animals in the custody and care of the Animal Control Officer shall be provided sufficient wholesome and nutritious food, potable water and necessary veterinary care, to treat and prevent communicable diseases, maladies and other health problems. All such food, water and veterinary care shall be provided at the owner’s expense.
