(A) The Mayor shall appoint an Animal Control Officer for the City, subject to concurrence of the City Council. The Animal Control Officer shall perform the services provided in this chapter under an independent contractor agreement approved by the City Council.
(B) The Animal Control Officer may name and designate such of his employees as assistant animal control officers. Such assistant animal control officers shall assist in the performance of the services provided in this chapter.
