§ 52.08 PLACING SOLID WASTE FOR COLLECTION.
   (A)   Any person occupying or in possession of a single-family dwelling or a dwelling unit in a multi-family dwelling structure of three units or less shall place, or cause to be placed, the issued City Toter and any additional City Toters or Other Toters for collection on either the street line or other area designated by the Superintendent of Solid Waste at the time and in the manner directed by the City's Solid Waste Division.
   (B)   Street-line pick-up.
      (1)   If a premises subject to the requirements of this chapter has solid waste collected on the street line of said premises, the person or persons occupying such premises must place the issued City Toter and any additional City Toters or Other Toters out no later than 7:00 a.m. on their collection day.
      (2)   When placed on the street-line, the toters must be placed facing front with wheels to the rear and in a location that has a minimum two (2) foot clearance on all sides from any obstacle or structure, including other toters.
   (C)   Other designated area pick-up. If a premises subject to the requirements of this chapter has solid waste collected in a location designated by the Superintendent of Solid Waste other than the street-line of said premises, any solid waste placed for collection shall be placed in the issued City Toter and any additional City Toters or Other Toters, except as provided in subsection (G).
   (D)   No toter shall be placed for collection as described herein prior to 4:00 p.m. of the day preceding the scheduled collection day for the premises. No toter placed for collection as described herein may be left at the place for collection after midnight on the scheduled collection day for the premises.
   (E)   Toters shall be stored off of the streets, curbs, gutters and sidewalks and within the side-yard or rear-yard of the premises. Solid waste accumulated prior to the scheduled pick-up day shall be placed in bags and inside the issued City Toter and any additional City Toters or Other Toters such that the garbage is inaccessible to animals when not placed for collection.
   (F)   No person shall set out or cause to be set out for collection any solid waste other than solid waste originating on the premises.
   (G)   Large items and other such articles set forth in the Public Works Solid Waste Division Rules and Regulations (copies of which are available at the Municipal Building or Public Works Facility as well as on the City’s website) shall be placed for collection on an assigned date determined by contacting the Solid Waste Division not less than two working days in advance of the normal collection date for the premises.
