(A) The owners of each single-family dwelling structure within the City shall provide an adequate number of City Toters or Other Toters to sufficiently accommodate the amount of solid waste generated by the premises. The owners of each dwelling structure of two or three units within the City shall provide an adequate number of City Toters or Other Toters to each unit to sufficiently accommodate the amount of solid waste generated by each unit, which shall be at least one City Toter for each unit.
(B) Every person occupying or in possession of a single-family dwelling structure or a dwelling unit in a multi-family dwelling structure of three units or less within the City shall maintain any and all City Toters and Other Toters in good repair, and in a clean and sanitary condition with no exterior markings.
(C) Except as described in § 52.02, no solid waste shall be placed out of doors anywhere in the City unless it is securely contained in a bag inside a solid waste receptacle.
(D) All glass, all items with sharp corners, and all sharp objects shall be securely wrapped to prevent damage to the bag and to prevent injury to any person handling the bags.
(E) When any City Toter or Other Toter is placed at the curb for solid waste pick- up, all garbage, refuse, solid waste, or rubbish must be within the City Toter or Other Toter with the lid of said toter completely closed.
