The following words and phrases, when used in this chapter, shall have the meanings respectively ascribed to them:
"DEBRIS." The remains of something broken down, apparently abandoned to the elements, or destroyed.
“LARGE ITEM.” Any item placed out for solid waste collection with dimensions larger than a City Toter or Other Toter and constructed of material that cannot be broken down and placed in such toter and is not specifically prohibited from being placed out for collection in the “Solid Waste Rules and Regulations.” This includes but is not limited to small kitchen appliances, furniture, and mattress and box spring.
"PERSON." Any individuals, or a firm, partnership, company, corporation, trustee, association or any public or private entity.
"PUTRESCIBLE WASTE." A substance, usually nitrogenous, which is liable to undergo decomposition when in contact with air and moisture at ordinary temperatures.
"SOLID WASTE." All non-liquid putrescible and nonputrescible garbage and waste (except body wastes) that are found in the typical household.
“OTHER TOTER.” A City approved mobile refuse cart similar to the City Toter and manufactured for collection with fully automated hydraulic lifting equipment.
