(A) Any person who shall continue any violation beyond the time limit provided for in § 51.98 shall be fined from $100 to $500 for each violation. Each day in which any violation shall continue shall be deemed a separate offense.
(B) Any person violating any of the provisions of this chapter shall become liable to the City by reason of the violation.
(D) In addition to any fine imposed hereunder the offender shall be ordered to pay the following:
(1) Restitution in an amount not to exceed the actual loss or damage to City property, if the violation resulted in damage or loss to City property; and
(2) All of the costs and fees incurred by the City in prosecuting the violation, which shall include but not be limited to the costs associated with an administrative adjudication proceeding or court proceeding, and reasonable attorney's fees.
