No filth, decaying matter, unsanitary waste products, or polluted liquid or acid wastes from any factory, slaughterhouse, creamery, dairy or milk handling plant, mill, cannery, glue factory, fertilizer plant, rendering plant, tannery, garage or establishment of any kind, shall be discharged in a manner which would allow it to drain into a reservoir or the tributaries of a reservoir within the drainage area and threaten or cause pollution or a nuisance.
