(A) The Code Hearing Department shall promulgate rules and regulations to allow for completion of community service work hours in lieu of paying fines and/or other monetary penalties imposed against a respondent.
(B) Such rules and regulations shall provide guidelines for eligibility to perform community service work in lieu of paying the fines and/or other monetary penalties.
(C) Notwithstanding anything herein to the contrary, any amount imposed against a respondent for restitution shall not be converted to community service work.
