In the event any provision of the rules and regulations of any collective bargaining unit is in conflict with a provision of this chapter, then the collective bargaining unit provision shall apply. With regards to hiring, termination, and promotions within the Police and Fire departments, the rules established by the Board of Fire and Police Commissioners shall apply to those employees so affected.
