In order to defray the administrative costs of the city incidental to the issuance of bonds, the city may charge its reasonable processing costs, which costs may be paid from the proceeds of the bonds or by the contracting party from other resources in the manner approved by the city council. In addition, the contracting party shall pay, either out of the proceeds of the sale of the bonds or otherwise, the costs of all legal, financial, or other special services incurred by the city with the approval or consent of the contracting party in connection with the issuance of the bonds.
