It is declared that the purpose of §§ 36.25 through 36.37 is to encourage the development of decent, safe, and sanitary housing within or near the city at rentals which elderly and handicapped persons of low income can afford, to increase the city's tax base, and to provide for the increased welfare and prosperity of the residents of the city. The same is declared to be a public purpose and function pertaining to the government and affairs of the city.
