§ 36.13 ADDITIONAL POWERS.
   In addition to powers which it may now have, the city shall have the power under §§ 36.10 through 36.22:
   (A)   To construct; acquire by gift, purchase, or lease; reconstruct, improve, better, or extend; and finance one or more projects, now or hereafter in existence within the city and, if desirable, acquire by gift, purchase, or lease lands or rights in land in connection with any project.
   (B)   To issue its revenue bonds to defray in whole or in part the project costs of any project. These bonds shall be issued pursuant to a bond ordinance.
   (C)   To enter into leases, loan agreements, indentures, mortgages, or other agreements with any hospital in order to secure the hospital facility revenue bonds of the city. However, any agreement must provide that the hospital shall pay to, for, or on behalf of the city, an amount sufficient to pay principal, interest, redemption premiums, and all other costs in connection with the revenue bonds, so that the bonds will never constitute an indebtedness of the city or a loan of its credit within the meaning of any constitutional or statutory provision.
   (D)   To pledge to the punctual payment of these revenue bonds the interest, the redemption premiums if any, the revenue, and receipts to be received pursuant to the agreements.
   (E)   To mortgage the hospital facility or any part thereof in favor of the holder or holders of bonds.
   (F)   To sell and convey such hospital facility, including without limitation the sale and conveyance subject to a mortgage, if any, as provided in this division for the price and at the time the city council may determine. However, no sale or conveyance of the hospital facility shall ever be made in a manner which will impair the rights or interests of the holder or holders of any bonds.
   (G)   To issue its hospital facility revenue bonds to refund in whole, or in part, bonds previously issued by the city.
