Pursuant to the authority granted by § 6 of Article VII of the 1970 Constitution of Illinois, the procedures set forth for the issuance of full faith and credit bonds shall be controlling and shall be complied with by the city in the borrowing of money through the issuance of general obligation bonds of the city, notwithstanding any provisions to the contrary contained in ILCS Ch. 65 or in any law of the state.
