(A) The provisions of the bond ordinance shall constitute an appropriation of the amounts required and on the delivery of the bonds the proceeds shall be used solely for the purpose for which the bonds were authorized.
(B) Upon the adoption of the bond ordinance by the city council and its signing by the mayor or 2 commissioners, it shall be published in pamphlet form or in a newspaper published and of general circulation in the city. If there is no newspaper, then in a newspaper published in the county in which the city or the major portion thereof is situated and which is of general circulation in the city. The bond ordinance shall become effective immediately on publication.
