§ 35.23 FIRE HYDRANTS.
   (A)   It shall be unlawful for any person to obstruct or conceal any fire hydrant in the City. No vehicle, shrubbery, trees, building material, rock, refuse, or other material shall be placed within 10 feet of any hydrant, either on public or private property.
   (B)   No fire hydrant in the City shall be used by any person other than a member of the Fire Division or other authorized City employee without permission of the Director of Public Safety.
   (C)   It shall be unlawful for any person to paint or decorate any fire hydrant without securing permission from the Director of Public Safety. The use of any wrenches, other than those especially designed to open and close any fire hydrant, is prohibited.
