Whenever any bicycle or other chattel, except a motor vehicle, which has been abandoned, lost, stolen, or unclaimed shall come into the possession or custody of any person in the city who does not know the identity of the owner or other person legally entitled to possession, the person shall without delay deliver the bicycle or other chattel to the chief of police.
