There is hereby established as a department of the municipal government of the city a police department, which shall manage and effectuate the duties and functions assigned to it by ordinance and all law enforcement functions of the city. The executive officer of the department shall be the chief of police, who shall be an officer of the city appointed by the mayor with the approval of the city council, and who shall report to the mayor. The chief of police shall inform the mayor and the city council as to the business and affairs of the police department and shall manage the personnel of the department.
