(A) The Mayor shall, with the approval of the City Council, appoint a Board of nine Directors for the public library.

(B) The term of office of the Directors appointed shall be three years and until their successors are appointed. The Board shall be divided into three classes and the term of one class shall expire annually on July 1.

(C) The Board of Directors may adopt bylaws and regulations for the government of the public library. They shall control the expenditure of all money appropriated for that purpose.
