§ 33.25 MEETINGS; QUORUM.
   (A)   Meetings of the Board shall be held on a regular monthly basis as the Board determines. A special meeting of the Board may be called at any time by the chairman or by any two members upon not less than two days' notice to all members. Only those matters specified in the notice of a special meeting shall be considered at the special meeting. Meetings of the Board shall be held at City Hall or at some other public building within the City as the Board determines. All meetings of the Board are subject to the Illinois Open Meetings Act.
   (B)   A majority of the board constitutes a quorum for the conduct of business. Actions of the Board shall require a concurrence of a majority of the members present, except that no appointment or promotion shall be made without a concurrence of at least three members present.
