(A) At its regular meeting of December of each year, the Board shall elect one of its members to be chairman. The chairman shall preside at all meetings of the Board and shall perform such other duties as the Board prescribes by resolution.
(B) The Board may employ a secretary or may elect one of its members to act in that capacity. The secretary shall keep the minutes of its proceedings, be custodian of all papers and records pertaining to its business, and perform such other duties as the board prescribes by resolution. The secretary of the Board shall be paid a reasonable compensation for his services as fixed by the City Council.
(C) The Board may establish any other office of the Board and may elect one of its members to act in that capacity and may determine and prescribe the duties of that office by resolution.
