The Commission shall establish a time and date for a regular monthly meeting, said meeting to be properly published according to law. The Commission may also, as needed, conduct special meetings, provided proper notice is given to the public according to law. Meetings of the Commission shall be open to the public, according to law, and all decisions made by the Commission shall be made in open session. Decisions involving the final adoption of a plan, changes in the zoning ordinance or map, or the expenditure of City funds, shall only be made by four or more members of the Commission, said members having been present at the time the subject issue was discussed.
