§ 32.09 PUBLIC WORKS DEPARTMENT.
   (A)   Establishment. There is hereby established as a Department of the municipal government of the City a Public Works Department, which shall manage and effectuate the duties and functions assigned to it by ordinance, including but not limited to the following; community improvement; parks and public property; recreation; streets, sewers, solid waste and related services and operations; fleet maintenance; and the Harrison Park golf course. The Director of Public Works Department shall be the Executive Officer of the Public Works Department. The Director shall report to the Mayor, shall inform the Mayor and the City Council as to the business and operations of the Department, and shall manage the personnel of the Department. The Director shall also perform such other duties and functions as assigned by the Mayor. The management and control of the Public Works Department is reflected on the organizational chart hereby adopted.
   (B)   Subordinate divisions/functions. The following subordinate divisions or functions of the Public Works Department are hereby established:
      (1)   Harrison Park Golf Course Division. The Harrison Park Golf Course Division shall be managed through the Golf Course Manager.
      (2)   Recreation Division. The Recreation Division shall be managed by a Recreation Superintendent. The functions of Recreation shall include management and control of all recreational programs and facilities (except Harrison Park golf course), the municipal pool, the municipal band, and such other duties and functions as assigned by the Director from time to time.
      (3)   Parks and Public Property Division. The Parks and Public Property Division shall be managed by a Parks and Public Property Superintendent. The functions of Parks and Public Property shall include responsibility for the maintenance, upkeep, and management of all City parks and parks equipment, the maintenance of City buildings, the maintenance of all other City real estate, and rights-of-way mowing and care. The Parks and Public Property Superintendent shall perform or coordinate the performance of such other duties and functions as assigned by the Director from time to time.
      (4)   Operations Division. The Operations Division shall be managed by a Service and Operations Manager. The functions of the Operations Division shall include management and control of streets, sewers, electrical, solid waste, yard waste and fleet management, and shall be managed on a day-to- day basis as follows:
         (a)   Streets and Sewers. The Streets and Sewers function shall be coordinated by the Superintendent of Streets and Sewers. The functions of the Streets and Sewers operations shall include responsibility for the maintenance, cleaning and non-contract construction work on City streets, alleys, sidewalks, storm and sanitary sewers, and the landfill leachate collection systems, and for the maintenance of electrical systems for which the City is responsible, and shall perform such other functions as are assigned by the Director or by ordinance.
         (b)   Solid Waste and Fleet Maintenance. The Solid Waste and Fleet Maintenance functions shall be coordinated by the Superintendent of Solid Waste and Fleet Maintenance. The functions of the Solid Waste and Fleet Maintenance Operations shall include responsibility for the collection and disposal of household garbage and refuse; for the collection, handling and lawful disposal of yard waste through the yard waste facility; enforcement and compliance with related programs; for the maintenance of all City vehicles and other City equipment operated by motor power; and shall perform such other functions as are assigned by the Director or by ordinance.
