All records, books, papers, and files pertaining to any City office shall, at all reasonable times, be subject to inspection by other City officials, except those that may be specifically exempt by law. All officers shall, when requested, give all information in their power to the Mayor, Council, Corporation Counsel, or any department head of the City government.
