The purposes of this code of ethics are:
(A) To assure the integrity of the city government and to sustain the confidence and trust of the people of the city in their public servants and in the local governmental process.
(B) To provide a comprehensive and unified statement of the ethical principles, considerations and obligations inherent in government service, and establish specific standards of conduct to assure that those entrusted with authority avoid conduct that might undermine the public's respect for their local government.
(C) To establish a positive, effective and comprehensive ethics program which is clear, practical and fair.
