All claims must be verified and no claim shall be allowed, or any warrant drawn for its payment unless the claimant, or some credible person shall, before an officer authorized to administer oaths, make affidavit that the claim or account is true and correct, and that the charges are reasonable. Claims must also pass before the City Council for approval.
