(A) The City of Danville Purchasing Manual is hereby approved and adopted by reference and shall apply to all purchases of goods or services and all bidding instances as set forth therein.
(B) The Purchasing Manual shall not be amended except by action of the City Council. Copies of the Purchasing Manual and all amendments thereto shall be made available to the public and to any vendors and contractors who may so request.
