31-18.2 Responsibility of Subdivider.

The subdivider is responsible for complying with the requirements of this section and shall make the necessary arrangements with the utility companies involved for the installation of the facilities. The advisory agency may grant exceptions as provided in Section 31-3 if topographical, soil, or other conditions make underground installation of the facilities unreasonable or impractical.
